FSMF is available capacity(for trafffic use) of FSMF less depend on number of commissioned cells. It does not matters if you configure 3 cells or 6 cells in FSMF.
One type of Extension submodule available for FSMF --> WCDMA: FBBA (6 Sub Unit)
Up to 2 Extension submodules can be used to extend capacity of single FSMF
