Built on a dedicated HOWO firefighting chassis, it is powered by a Sinotruk MC07H.35 diesel engine delivering 350 horsepower, paired with a 10-speed transmission for robust performance and excellent fuel efficiency. The vehicle dimensions are 9,100×2,550×3,550 mm, with a GVW of 14 tons. Its 4,700 mm wheelbase and 315/80R22.5 radial tires ensure stability at high speeds and off-road capability. The double-row cab, equipped with air conditioning and hydraulic power steering, seats 6–8 rescue personnel, making it an ideal choice for emergencies like traffic accidents and natural disasters.

The equipment compartment features a bilateral pull-out expansion design with six aluminum roller shutters for quick access, storing specialized tools such as hydraulic breakers, support struts, and life detectors. Four 1,000W lifting lamps, raised to 13 meters via a pneumatic system, provide 360° horizontal illumination for nighttime operations, supported by a 12kW Honda generator for prolonged power supply.

The HOWO rescue fire engine incorporates intelligent operational designs. The lighting system supports manual/remote dual-mode control with an auto-reset function, while the folding arm crane is equipped with a moment limiter and overload protection to prevent misuse. The equipment compartment includes preset 220V/380V dual-voltage output interfaces to directly power devices like electric cutters and drainage pumps.
